I agree completely with your list of steps towards starting a website, but would like to suggest trying a professionally designed template to relieve much of the grunt work involved with website creation.  It's generally easier and still affordable to edit the text and graphics, such as logos, in a template than it is trying to put it all together from scratch.

For a free page editor to help in the process, NVU is another wonderful open-source piece of software worth the download.</description>
